[CLOSED] Public invitation to tender: Development of an E-Learning Tool on International Cultural Relations

The Goethe-Institut Brussels is pleased to invite qualified agencies to submit proposals for the development of an e-learning tool aimed at supporting a training program on international cultural relations (ICR).

Scope of Work:

  1. Developing an e-learning tool with modules covering specific topics related to ICR.
  2. Designing a user-friendly and intuitive interface.
  3. Integrating content provided by our the Cultural Relations Platform and coordinated by our team.
  4. Multimedia production, including the creation of online videos, templates, and graphic design.
  5. Creating opportunities for learner interaction and engagement such as discussion forums, Q&A sections, quizzes, and certificate generation.
  6. Ensuring technical compatibility, scalability, safety, and accessibility.
  7. Providing a clear timeline of deliverables.
  8. Proofreading and testing.

The e-learning content will be structured into modules or units, up to 6 in total, each covering one or multiple topics developed by the Cultural Relations Platform.

Collaboration: The selected agency will collaborate closely with our team to create, update, and manage content, maintaining strict confidentiality. We expect a design that aligns with our branding and visual identity.

Timeline: Key milestones and the expected launch date will be outlined in the proposal. The desired completion date is 30th June 2024.

Budget: Agencies are invited to submit proposed budgets. The total budget for this project is estimated at 50.000 to 60.000 EUR.

Suitability Criteria: Bidders will be assessed based on mandatory suitability criteria including:

  • Proven track record in developing e-learning tools.
  • Experience in creating engaging and interactive content.
  • Familiarity with platforms like Moodle.
  • Expertise in web development technologies.
  • Experience in developing discussion/chat functionalities.
  • Strong project management skills.
  • Provide references from previous similar projects.
  • Excerpt from the commercial register.

Award Criteria: The most economically advantageous tender will be determined based on price (50%), web development skills (30%), and references (20%).

Submission Details: Proposals must be submitted by 25/03/2024 to cultural.relations.platform@goethe.de with a copy to ziad.erraiss.extern@goethe.de. The contract is expected to begin on 08/04/2024 and continue until 30/06/2024.
